Why We Seek to Recall Mark Davis

This effort is about more than a policy disagreement. It concerns the use of public position and Town authority.

Castle Rock CORE believes Councilmember Mark Davis repeatedly connected promises of government action with requests for political favor. Public decisions involving development, Town property, and official political positions must be made impartially and for the benefit of Castle Rock residents. They must never become bargaining chips for the personal political benefit of an elected official.

Proposed Recall Grounds

We seek to remove Councilmember Mark Davis from office because his communications to citizens show that he repeatedly tied promises of government action to requests for political favor.

In the first incident, Davis told a Downtown property owner that he would help ‘make sure’ the owner’s buildings went through and would ‘give’ him alleys between his properties. After identifying the owner’s son as someone involved in a political effort, Davis said he did not mind ‘playing hardball’ and asked the father to persuade his son to end his involvement.

In the second incident, Davis told another citizen that he would change his political position on a Town issue if that citizen provided the political favor he requested.

The message was clear: When Mark Davis wants political help, Mark Davis offers to use his public position in return. This is commonly described as quid pro quo.

Building approvals, Town property, and an elected official’s political position must never be traded for a desired political outcome. These were two separate incidents involving different citizens within one week. Together, we believe they demonstrate abuse of public office and a violation of the public trust. District 4 deserves honest and impartial representation.
